Floods Lashes Country as Railway Networks Down, Death Toll Rises

Monsoon floods and landslides unleashed by unprecedented rains have killed hundreds and displaced lakhs across the country with Assam, Meghalaya, Bihar, Himachal Pradesh and West Bengal being the worst affected.

The rail link to northeast India from the rest of the country has been severed. The second wave of floods in Assam within a month has ravaged the state and swallowed livelihoods of over 23 lakh. 

He said the state government is working to find a permanent solution to the recurring floods. Incessant rains in the last three days in neighbouring Nepal, coupled with heavy rains in Bihar have flooded Kishanganj, Purnea, Araria and Katihar districts. Swollen rivers like Mahananda and Kankai made matters worse.

 Flood waters have entered the Narkatiaganj area of West Champaran district, said officials. Numerous trains have been cancelled due to waterlogging at the Narkatiaganj yard. 

Chief Minister Nitish Kumar has asked for an additional deployment of 10 companies of the National Disaster Response Force (NDRF) in the state and Indian Air Force's helicopters to carry out relief and rescue operations.

 Flood fury has claimed at least three lives and affected over five lakh people in West Bengal. Rail and road communication has been severely hit. Cooch Behar district was virtually cut off from the rest of India with vehicular and train movement coming to a stop.

 Around 2.87 lakh people were displaced in Cooch Behar, and another two lakh in Jalpaiguri and Alipurduar districts and over 50,000 were hit in Malda, North Dinajpur, Darjeeling and South Dinajpur districts. 

 Only five injured could be rescued in a day-long operation and 23 bodies are yet to be identified, officials said. Chief Minister Virbhadra Singh visited the spot and announced an ex-gratia of Rs. 5 lakh for the dead.

There were reports of flash floods and landslides in different parts of Khasi Hills. Chief Minister Mukul Sangma has been monitoring the rescue operations.

 The flood toll in Gujarat has risen to 218 this monsoon, with 61 people killed in worst-hit Banaskantha district, an official said.

A Branded 'Witch' Beaten Till Death In Rajasthan As 5 Arrested

Five people, including two teenage girls, of a family have been arrested for allegedly killing a 40-year-old woman in Rajasthan's Ajmer district. 

The woman, a widow, was allegedly made to eat faeces, tortured and beaten to death by her relatives, who accused her of being a witch, the police said.

The woman's 15-year-old son is the only eyewitness in the case.According to the boy, after his father died last month, their relatives began to harass his mother. 

 "Kanya Devi Raigar was branded a witch and severely tortured before being beaten to death," Superintendent of Police (SP) of Ajmer, Rajendra Singh, said. 

 There have been claims that the relatives also gouged out her eyes with a hot rod, but Mr Singh said since they didn't get her body and no post mortem was conducted it was difficult to ascertain these claims.

 "Thorough interrogation of the accused will reveal what transpired that day," he said.

Nearly 2 Million Affected By Floods in Bihar

 Nearly 2 million people have been affected by the floods in Bihar, including thousands who have been forced to evacuate from their homes, officials said on Monday. Over ten lakh people were affected in the worst-hit districts of Kishanganj, Araria, Purnea and Katihar in last two days.

 "Thousands were displaced after their villages were inundated," a Kishanganj district official said. Other affected districts are Darbhanga, Madhubani, Sitamarhi, Madhepura, Saharsa, Supaul, East and West Champaran. The state disaster management department has asked people living in low lying areas to move to higher places as heavy rains continued.

 "The flood situation in Bihar will continue to be grim following rising water levels in rivers and incessant rains," department officials said. So far, at least 10 persons, including women and children, have been killed in the floods. 

 Major rivers in the state including the Koshi, Mahananda, Gandak, Bagmati and Ganga are in spate, officials said. "With heavy rainfall in the catchment areas in Nepal, the water level of these rivers has been rising for several days," one officer told. 

 Chief Minister Nitish Kumar on Sunday has sought the Army and the Indian Air Force's help in relief and rescue of affected people. 

 He also requested Prime Minister Narendra Modi and Union Home Minister Rajnath Singh to provide all possible aid. "Both have assured their assistance," Mr Nitish Kumar said. The Chief Minister's Office said an 80-member team from the Bihar Regiment rushed to Kishanganj and Araria on Sunday evening to rescue people.

 "Nitish Kumar has also sought 10 additional teams of the National Disaster Relief Fund from the Centre for affected districts," the Chief Minister's Office added.

 Railway stations in Kishanganj, Katihar and Jogbani in Araria were flooded by water, leaving scores of passengers stranded. Eighteen trains have been cancelled since Sunday.

 According to officials, crops worth crores were damaged and road link to several places had been snapped.

'Don't Need To Learn From BJP Over Patriotism' West Bengal's Minister Reply On Centre's Independence Day Direction

Hours ahead of India's 70th Independence Day, the Mamata Banerjee government in West Bengal issued "urgent" instructions to all schools and educational institutions to refrain from celebrating the anniversary in the format prescribed by the Human Resource Development (HRD) Ministry.

 State Education Minister Partha Chatterjee said the Centre has no right to instruct others how to celebrate Independence Day and that "people of Bengal don't need lessons on patriotism from the BJP". 

 Last month, the ministry had issued directions to all state Education Secretaries that included "additional activities" under the Sarva Shiksha Mission for Independence Day celebrations. 

Schools have been asked to organise quiz and debate competitions around the theme of India's freedom struggle, slogan writing, marches, film screenings showcasing India's progress and Swachhta pledges with an objective to "create festive and patriotic mood across the nation".

 "We are not necessarily opposing the Centre's proposal. But we have said that we will celebrate in our own way," Mr Chatterjee told and clarified there was no counter circular from the state government.

 The BJP, however, lashed out at the Trinamool Congress government, alleging the violation of the central government's directive "falls under the anti-national category". "We are seeing some disturbing tendencies. The state government is behaving as if West Bengal is not a part of India. There is a tendency to defy all rules and regulations. 

This is a suicidal though process," said state BJP chief Dilip Ghosh. Terming the decision of the state government as "unfortunate", Union HRD Minister Prakash Javadekar said he is shocked and hopes that "wisdom will prevail".

Supreme Court Refuses to Consider Of UP Hospital Tragedy

The Supreme Court today refused to take cognisance of the recent deaths of children at a government hospital at Gorakhpur in Uttar Pradesh. 

 The bench comprising Chief Justice J S Khehar and Justice DY Chandrachud asked the lawyer, who mentioned the issue before it, to approach the Allahabad High Court with his grievances.

The court observed that the authorities were handling the situation and the grievances, if any, have to be raised before the high court concerned. 

 At least 30 children were reported dead in the last two days alone. Many of the victims were infants who perished in the neo-natal intensive care unit. 

 Police had said no case has been registered so far in the absence of a formal complaint. 

 The state government had on August 12 ordered an official inquiry by the chief secretary and suspended the principal of the Medical College Hospital Rajiv Mishra.

Woman Raped In Delhi As Thrown Off From Fourth Floor

A 20-year-old woman was allegedly raped and then thrown off the fourth floor of a house in Delhi in a semi-naked condition by a man who was later arrested, the police said. 

 The incident was reported from Begumpur area in Rohini on the intervening night of August 10 and 11. The condition of the woman is critical and she is yet to record her statement with police.

 The woman had gone out with her friend, her boyfriend and the 22-year-old accused. While returning, the accused offered to drop the victim home and said he would get his car from his house. 

 Soon after, they saw people running in one direction, and learnt that a man was seen running away from a building after throwing the woman from the fourth floor, police said.

 It is suspected that the accused forced himself on the woman and when she resisted, he pushed her off. Her family alleged that there was another man who was also present there but so far, police have only nabbed one accused.

Government Challenges High Court Relief In Apex Court For Chindambaram's Son's Look Out Notice

 The Supreme Court will hear today a plea by the government challenging the Madras High Court order that stayed a 'look out' circular issued against Karti Chidambaram, the son of former union minister P Chidambaram. 

 The Congress leader, being probed in corruption and foreign exchange violation cases, had appealed to the High Court to get the circular cancelled, which was issued earlier this month. The circular would have prevented him from leaving the country. 

 The circular implied that Karti Chidambaram would have had to keep the CBI and the Enforcement Directorate informed about his travel plans abroad. 

He would have been allowed to leave the country only on the approval of the investigators. The businessman, who is also a Congress member, has denied any wrongdoing and says the allegations are politically motivated. 

As word about the look out notice got around last week, Karti Chidambaram uploaded a picture on Twitter, with a message: "For all those "looking out for me". 

 Investigators have alleged that Karti Chidambaram has received kickbacks amounting to 3.5 crore in exchange for facilitating the breaking of foreign investment laws by a private company, the INX Media. 

 The agency claims that Karti Chidambaram was facilitating approvals through his father's "influence in the finance ministry" while he was the minister. 

 The allegations have been denied by the former minister and his son Karti.

Paediatrician A 'Scapegoat' At Gorakhpur As Doctors Said in Delhi Doctors at Delhi's AIIMS

AIIMS have alleged that a paediatrician Dr Kafeel Khan has been made a "scapegoat" at a hospital in Uttar Pradesh's Gorakhpur, where more 60 children died last week. Dr Khan, who was head of paediatrics and the children's encephalitis wards at the hospital, was removed on Sunday.

 "Doctors are being made scapegoats," said Dr. Harjit Singh Bhatti, who heads an association of resident doctors at the All India Institute of Medical Sciences or AIIMS. 

 By blaming doctors for the death of the children, the association said, "politicians are hiding their incompetency," and asked, "Who is responsible if oxygen, gloves, equipment not available?".

 Last Thursday, at the BRD Medical College and Hospital, Gorakhpur's largest hospital filled with premature newborns and children suffering from encephalitis which plagues the area, the supply of liquid oxygen dipped to a critical low. 

23 children died at the hospital that day and parents and others have blamed the oxygen shortage for some of the deaths.

 The head of the hospital Dr Rajeev Mishra was suspended on Saturday, while Dr Kafeel Khan, on whose watch oxygen supply dipped to a critical low at the hospital on Thursday, was removed yesterday. 

 Government sources said he was sacked for failing to take action on a letter that was written on Thursday morning by those in charge of the hospital's oxygen supply, warning that that there was only enough to last till the evening and asking for emergency supplies.

 "We are not saying that the doctor can't be responsible, but he's not the only one responsible. We want a proper enquiry, government officials are also involved and even they should be held accountable. Not just a single doctor," said Dr Bhatti of AIIMS, who emphasised that hospitals lack infrastructure and basic facilities. 

 "I was here on the 9th and I categorically asked about encephalitis but no one informed me. We made payment (to the oxygen vendor) on August 7. Why didn't the hospital administration make the payment?" he said.

While Prime Minister Narendra Modi has been regularly briefed, the Centre has turned down demands for a separate investigation. Union Health Minister JP Nadda announced that an 85-crore regional medical centre would be set up in Gorakhpur for research on diseases that afflict children.

Proposal Passed To Make 'Vande Mataram' Must In Municipal Schools Of Mumbai

 The general body of the Municipal Corporation of Greater Mumbai (MCGM) today passed a proposal to make singing of 'Vande Mataram', the national song, compulsory in municipal schools twice a week.

 It will come into effect after Municipal Commissioner Ajoy Mehta gives his administrative nod. BJP corporator Sandeep Patel tabled a notice of motion, which was supported by the ruling Shiv Sena, and Mayor Vishwanath Mahadeshwar approved it. 

 The Congress and Samajwadi Party (SP) corporators boycotted the proceedings, alleging that they were not allowed to put forth their views. "A recent Madras High Court ruling, which made singing of 'Vande Mataram' mandatory in the schools of Tamil Nadu, gave me the idea that if it can be done there, then why not in Mumbai," Mr Patel told. 

 "So, I tabled the motion and I am grateful that the mayor approved it after finding enough support for it," said the first-time corporator from the Goregaon area. "We need to instill a sense of patriotism in our youth as they should remember the glorious period of our freedom struggle," the BJP member said.

"We don't oppose singing of Vande Mataram in schools, but the way it is going to be imposed, we object to that. This would violate our fundamental rights as enshrined in the Constitution and therefore, I am going to write a letter to the municipal commissioner," he said.

Six Trinmool Congress Members Joined BJP As One Congress Men May Also Change Camp

 After acquiring all six lawmakers of the Trinamool Congress in Tripura, the BJP is now surveying the Congress. Sources in the BJP claim at least one Congress lawmaker is open to the idea of changing camp. 

The man is Ratan Lal Nath, a former leader of opposition, who has influence in 10 seats of the state. Assembly polls will be held next year in Tripura, which has been a Marxist bastion for 24 years. 

 In little more than one year, the party, which had zero footprint in the northeast, formed government in three states - Assam, Manipur and Arunachal Pradesh. Himanta Biswa Sarma, Assam finance minister and the BJP's key strategist for north-east, is upbeat.

The party had formed the government in neighbouring Arunachal Pradesh last year after a mass exodus of legislators from the People's Party of Arunachal. No less than 33 lawmakers from the party had joined the BJP. 

 The men who changed camp from the Trinamool Congress to the BJP, say they felt an ideological compulsion to join the BJP. "We left the Congress to join the Trinamool Congress in 2016, so we can fight the Left. 

But now Mamata is non-allergic to the Left," Sudip Roy Burman, former Trinamool legislator, told to reporters, referring to party chief and Chief Minister Mamata Banerjee.

 Congress's Mr Nath too, had a similar complaint. The party, he said, was not interested in fighting for change in Tripura.

 "This is because in Delhi, they have close links with CPM leaders. But the BJP has no links with the CPM in Delhi or at the state level," he added.

 The man whom the BJP's resolution may affect the most, sounded unconcerned. "Since the birth of Left Front government, we have faced conspiracies and have been victorious," CPM's Chief Minister Manik Sarkar toldto reporters.

 "The people of Tripura, along with people from other states, have been realising what the BJP has been doing and what they had promised," he added.

Venkaiah Naidu Takes Oath As India's 13th Vice-President

 M Venkaiah Naidu took oath this morning as India's 13th Vice President. Nominated by the ruling BJP-led National Democratic Alliance, he won the Vice Presidential election last week.

 The swearing-in ceremony took place in the Durbar Hall of Rashtrapati Bhawan. Prior to the formal function, Mr Naidu, 68, paid tributes to Mahatma Gandhi at Raj Ghat in the capital.

It was the highest vote share in 30 years. Mr Naidu quit as a senior cabinet minister in the NDA government and the ruling BJP after being named vice presidential candidate. 

 Outgoing Vice President Hamid Ansari, yesterday, said there is a feeling of unease and a sense of insecurity among Muslims in the country and the atmosphere of acceptance is under threat. Mr Naidu, seemed to take on Mr Ansari's comments, saying such comments are ''political propaganda".

CIC Directed Government to Clarify That Wheather Taj Mahal Is A Mausoleum Or Temple

 The Central Information Commission (CIC) has directed the Union culture ministry to clarify its stand on whether the Taj Mahal is a mausoleum built by Shahjahan or a Shiva temple gifted to the Mughal emperor by a Rajput king. 

 The question, forwarded as an alternative narrative of history by some claiming to be historians and the subject of various court cases, reached the CIC through a Right To Information (RTI) plea and is now at the culture ministry's door. 

 Mr Acharyulu said the Archaeological Survey of India (ASI), being a party in some cases, must be holding the counters (affidavits) filed on its behalf and by the culture ministry. "The Commission directs the Archaeological Survey of India to share those copies with the appellant at additional fee constituting the cost of copying, before August 30, 2017," he said.

The ASI told him no such record was available with it. Among other records, Mr Ayyangar also demanded "construction details" of the 17th century monument, including its rooms, hidden rooms and the rooms closed to him citing security reasons. 

 Mr Acharyulu noted what he expected from his RTI application was research and investigation into the history of the Taj Mahal, which is beyond the purview of the RTI Act and ASI. "It is unreasonable to ask for opening of closed rooms, bringing out hidden things, and for excavations underneath the protected monument of Taj Mahal and rewriting the history under an RTI application," he said.

 The Information Commissioner added that ASI had to inform the appellant whether any excavations were done in the protected site of the Taj Mahal and, if so, what was discovered. "Decision regarding excavation has to be taken by the concerned competent authority and Commission cannot give directions to excavate or open the hidden or closed rooms in Taj Mahal," he said.

 On February 21, 2005, the bench of Allahabad High Court consisting of Justices B S Chauhan and Dilip Gupta agreed that petition raised disputed question of facts, which could not be adjudicated upon in a writ jurisdiction, and dismissed it.
